Don't think they're spider mites, but how do I kill them without hurting the flowers?

Looking at the leaf damage, I thought they were spider mites, but I was able to get a decent photo and they don't look like spider mites. In the past I've used Neem Oil and Diatomaceous Earth, but both of them seem to damage the white hairs of young flowers and neither seem to be killing these guys. I just ordered some Azamax and am going to try that next. What are these bugs and how can I kill them?

Thrips! I use SaferGro Pest Out. Its all natural, very safe and works!
