Does dimming affect efficacy?

Does a 1000w LED fixture maintain it's efficacy values if dimmed down to 600w and lowered to be closer to plants? Thoughts?

What's the true power draw of your LED what led are you using if you don't mind my asking and in flower I would run it at full blast

I am considering a 6 bar 650 watt (from the wall) for a 4x8 space.

Not sure about how much foot print it will have. I know mine pulls 750w from wall and covers 4x4 perfectly. Getting an electronic controller for dimming. I plan to run at around 300 to 400 from wall for veg and will give the plants everything they can take plus keeping environment level suitable in flower.
