They look small to me. The sativa needs some serious training. She's a bit skinny too. If you haven't already checked out the training guide, please do so. The smaller ones look young.
I think they need a little more time before they start flowering. In general you want to switch them when they're about half the final desired size, since they'll about double is size after you start giving them a 12/12 light schedule. I would try to bend over that tall one and try to secure it in place while the other two catch up. If possible you want to get it to grow more flat so it's the same height as the others. That will help increase your yields once they start making buds
