Cotyledon leaves closed

Hi everyone!
So I'm new in growing weed! I got 4 seeds and two of them germinated (3 days ago).
I know the seedling phase, the plant needs 18h light and I live in Tunisia, the weather is sunny and ideal now! So I put the 2 mediums in the sun during the day and by night I put them under 40w white led (full spectrum 6500K) (~35/40cm).
When I put them under the white led, the cotyledon leaves of second plant (the younger) close!
Is it normal? If no what should I do?
Also what do you think about their aspects? Are they good?

Where did the soil come from? Many soils, even store bought stuff has stray seed (even bugs) still in it that can be viable. I build my own living soil, and even when I bake it @ 250*F I still get weeds and just not the 1 I want! LOL
 
These seeds look like Cannabis seeds. That is good. Just wait a little longer to see if the ones you planted eventually germinate.
 
I agree with everyone else, not cannabis. The seeds look like good seeds to me. As was also stated, it's probably just something else that was in your soil. Hold off for a few days to a week and see if something else pops out of the soil. You will know when it's cannabis because the leaves will be round and you'll see the jagged leaves forming in the middle of them.
