Those types of lights are decorative not made for growing.
For flowering and veg something like this is entry level at a reasonable price, you get what you pay for.

That bulb wouldn't be even good for a reading lamp. Artsy fartsy junk! Get a good CFL recommended by above. And welcome to the forum. You are the second Brit I have run into today. I love the "growing" international flavor of GWE.
