Can I Judge a seed by its bag????

There are diferent possibilities. And the term hermie is a bit miss understood. When you talk about outdoor poor quality weed like brickweed there are 2 diferent scenarios 1 they leave he males so they have seeds for next year 2 they left only females but harvested super late what can cause a plant to produce male pollen (hermie) without passing the trait to its offspring. Same with good quality weed. 1 they pollinated a cupple of branches and the pollination spread a bit 2 they causes stress and bad genetics manifest hermafrodite phenotypes wich do pass this trait to the offspring
 
Not all bag seeds are created equal these days! Mine just gave me a second harvest of grape ape and no hermies in sight...10 years ago, different story...
 
Where I live, Oregon, most definitely. The big dirty I'm growing right now was a "bag seed" from a dispensary, sold at $45 an 1/8, expensive here. That strain was so freaking awesome to smoke that the night I found the seed in my grinder I ran in the living room guess what honey? Yeah nope she wasn't impressed at alll...I am psyched though. Not your grand ma's bag seed that's for sure!
