You sure can. Doesn't mean you should. Typically when you try to grow 2 plants in the same container one will grow better than the other. They will have to compete with each other for light and root space.
I accidentally dropped 2 basil seeds in a plug earlier this year. They both sprouted but one grew a little faster and used up all the light so the small one didn't grow well and eventually dragged down the other. They never grew as well as the individual plants.
