Bug identification

Can anyone tell me what kind of bug this is and will it hurt my plants

Leaf hopper, check and see how many. I doubt you will find many more in a indoor grow. If you are in flower I wouldn't put anything on it.Outdoors it's a challenge.

It’s an outdoor grow. Only found a few but should I worry about it. My plants have started to flower

They will munch on them. You might get away with neem oil if flower hasn't took hold yet. Diatomaceous earth works well also. Must have trees close by. Check them every morning and shake them off till they give up If its only 1 plant but more than 6 i would spray
