It can but the max upload will only get you about 30 seconds of 1080p. Image attachments already take up nearly 400GB and allowing longer videos could see that grow exponentially and every GB stored increases storage costs (well twice because we are also having to keep a backup of them). You are better off uploading it to a video site such as YouTube (if its I YT's ToS) and then using the add media button on the message toolbar as when you paste a url into that from a supported site it will auto embed it in the post
