If you want the "best" possible bulb, regardless of cost, I would google some studies that are conducted (mostly by bulb manufacturers). These studies, and I have read a few, all seem to consider the light spectrum available in the bulb, and compare that to the light needs of the plant, and they come up with a winner (usually their own bulb).
There are a lot of good bulbs and if there was one that produced more product that all the others, there would be only one bulb out there. My 2c
