SOIL Bactrex help

It is the first time I am growing biotaps. And i do not know why i only gave my seedlings one liter of water with bactrex pr plant. But its not nearly enough to saturate the earth. 20 liter pots. Should i give the plants again before the recommended 14 days has gone. Or is one liter enough for first time?
Ps. The soil was entirely dry

I always go for about 10% runoff (run-through), and if the soil is to dry I set it in a pan a water for a while and let it wick water up.
Also learn to lift the pot so you know when to water and when not to water.

What are "biotaps", I googled it and got hits only for biotabs, an organic fert.
