HELP! Auto flower buds not developing normally

I am going into week nine of growing two Green Crack autos. Both seeds were from the same seed bank, were both planted at the same time and both receiving the same nutrients, soil, lights (18/6 schedule with 600w Vipraspecta LED), etc...The PH is within limits. Both plants went into pre-flower at over just three weeks. The problem is the plant on the right has buds developing as normal (see photo) as they are starting to fatten and getting loaded with trichomes with only a couple of weeks to go before chopping it. The plant on the left otherwise looks healthy except that the buds are not growing, the pistals are shorted than the other, it has very tiny trichomes (can only be seen with a magnifier). The buds basically look like they are a few weeks behind the other plant and just not developing.
Could it be that the under developed plant has more of a photo period genetic and needs more of a 12/12 light schedule or this one just may be taking longer than the breeders average grow time?

As usual a photo in natural light helps tremendously. My guess is do to no other info except it's a vipar 600w, maybe 125w from the wall?? Footprint might be too small for the area your growing in? Try rotating them under the light sharing the sweet spot of the LED, in essence you may just need a stronger light or who knows if it's the way your environment is or food if your giving any. Need more info and how old they are?
 
Different phenos. Sometimes you get a dud. Have grown three of the same strain at the same time and all three were different.
 
Finally! Someone else saying problems could be caused by dud seeds. You-n-me, Going2fast . We're going to turn this world around, metaphorically. I mean, the world is not only already turning, it is wobbling and sometimes in retrograde.
Shake things up? No. It's bad juju to say that in California.
Wash the grey right out of our hair? Not appropriate.
Sew the seeds of change? No. Sewing seeds sounds difficult.
 
I have had my share of dud seeds, or bad genetics, it happens and will continue to happen as they make more F1 crosses to sale.
