Ok so this little beauty was going to be transplanted to final pot yesterday come to find out I can't get my foxfarm soil until probably the 16th this is going on week 5 is it going to be ok that long in a solo cup that long ???

I don't think another couple weeks will be deadly Dewey, make sure she gets the right amount of water at the proper pH and very light nutes and she'll be fine until the 16th.

How much nutes should I mix what ratio for the solo cup

Depends on the label instructions. Where it says "regular feeding" or maybe "light feeding" it'll give you ratios in ml/gallon or ml/liter - use about 1/4 of the "regular feeding" amount and about 1/2 as much as the "light feeding" amount.

Ok so I have roots coming out of drain holes and cant transplant until as least the 14th of july waiting on foxfarm soil to get here will be putting in a 5 gallon cloth pot do you think it will make it. I keep it moist light nutes foxfarm in 3x3 grow tent 120 watt led grow light
