If you're okay with an offer of help, I'm a licenced, practicing veterinarian (please don't tell anyone, but you can look me up at OaklandVetHospital.com) and I regularly prescribe cannabis as well as do chiropractic and acupuncture. I wish I were closer to you, but maybe I can at least help with some questions to ask your vet, or help you understand their explanations.
I do mean to be sensitive, though, and not just become another uninformed voice in the mix of advice you're already getting. Your vet would really not appreciate that, and neither would I if it were me. And there is so much that I don't know since I haven't examined your dog.
I would suggest that, even in a 17 year old dog, neurological problems are very difficult to diagnose and treat correctly because we deal with subtle differences in dramatic symptoms. All of the diseases look similar, and are hard to tell apart without doing an MRI or something fabulously expensive like that.
What city do you live in? I may know someone, especially another veterinarian who does acupuncture or chiropractic in addition to conventional medical practice. Acupuncture and chiropractic both specifically focus on neurology.
