    I am not super experienced (6 grows) but in my experience R/O water really helped. I am sorry I cannot provide a definitive answer. Diagnosis is a process of elimination and you seem to have alot of the right things going on so water source is one thing that may help. People are also advising 6.7 ph but everything I have seen says 5.5 to 6.5 ph for plants in soil. I usually stay around 6.0. your plants just might be ok in the long run.
