Slow growth. How long should it take under a 600 watt light for Plante to be ready to flower? They were started outside so they had a disadvantage for about 4 weeks . They are about 7 weeks now ,and they are only about 8 inches tall but thick. I would appreciate any advice. I am using microbe life nutrients for it right now

You can start to flower as early as you want but you will get less yield. Technically you can start a seedling or clone on 12/12 right away once it has some roots. What type of 600 w light do you have (LED, HPS, MH etc?) You will get some good growth during the flowering stage. (Many plants can even double in height during the flowering stretch.) It sounds like it wouldn't hurt to grow your plant a little while longer, though. What strain are you growing? In what medium (hydro, soil, soilless?) Which Microbe Life Nutes are you using?
