I'm not certain because I've only ever ordered seeds online (to the USA), but I know I'd be nervous traveling around with seeds. You don't have to carry seeds over the border if you order them online! These are the vendors we use at GWE, and if you search around the forum you'll see that there are other ones that growers use, too: http://www.growweedeasy.com/seeds
