When you see little roots poking from the bottom is time to transplant

Keep them under a weak light for 10 to 14 days, when they start making new growth, you can move them under hps, introduce full light intensity gradually. Don't feed nutes till after new growth starts, start with a weak mixture.

keep them under the dome with a light on until they have roots and have been transplanted.
What light are you going to use for them to veg with when you switch the mother to flower?

Winter is coming. They'll start to flower outside as soon as they're old enough. You won't have any control over it.

It seems like they are ok just under the house light right now but it would be pretty easy to get a cfl bulb up close to them which might be enough for couple more weeks until they are robust enough to put under the metal halide. When I hear normal ceiling house light I think incandescent which really isn't doing anything. Even if you have cfl house lights they are going to be too far away on the ceiling for any effect on growth.

Do you have enough hours of day light and is it warm enough where you are? If so then that would be easy.

I use a turbo cloner and no humidity dome and I use a 24 watt t12 daylight 5000k light I run the light 24 hours and same with the cloner I dunk in clones after cut and after 3-4 days add 2ml per gallon of rapid start. And I just did 21 with. 100% rate I just cut a clone off my 4 seed plants and two black sugar rose my buddy gavee and they are almost ready to trans plant that was a week and half ago they take about 6-7 to start showing root Nubs

The cheapest way is probably to get a few CFL's. You can get small metal clip on work lights pretty cheap at the local hardware or home store.(about $8 without the bulb) You should put them right up next to the dome/flowers. If you have a few bucks, a T5 light is also a simple fix. You don't need a ballast or anything else. I use a 2 bulb 4 foot T5 for my seedlings and early veg which cost $49 at Home Depot. The plants won't grow very fast but they will grow. CFL's and T5's don't give off much heat and don't use much electricity.
