I noticed on several buds some of the sugar leaves are withering and getting brown. The bud underneath is drying out. I thought it might be bugs but I can’t see anything using my jewelers loupe. She is getting pretty close to being ready for harvest. I added some photos of the issue and one of what the healthy buds are looking like. Any ideas of what might be happening?

Bad news buster, that looks like Botrytis == Bud Rot!
Salvage what you can before it gets worse, but don't ingest the infected bits, very bad mojo there!

Bud Rot is a nasty fungus that thrives in the cool and moist air of Fall weather.
It's really tough to cure, your best bet is to cut out the bad spots and harvest the rest now. It will get worse pretty quickly, generally takes the entire plant if you let it go.
Only weapon I have on hand is Hypochlorous Acid, a hospital grade disinfectant.My goal is epicurean quality rather than high yield.
