That's a leaf hopper. No problem unless you have an infestation, which would be easy to spot due to sheer numbers.Comment

I don't think it's a leaf hopper after looking at pics of leaf hoppers online. They tend to be smaller and more colorful.
However, it could be an assassin bug which is actually a natural predator of 'pest' bugs in cannabis. An assassin bug will not hurt your cannabis as they are often purposely put in cannabis grows to kill unwanted pests.
