My tap water's PH is about 6.3. But it doesn't seem to react to PH Down as advertised. I'm going to do some testing to confirm my suspicion. My tank holds 3.5 gallons. My expectation is if I add 1 ml per gallon, adding 3.5 ml to my 3.5 gallons should reduce my PH by 1 full point. Unfortunately, that is not how the tap water I'm using is reacting. I will do some experimentation this evening and share the results.

Well folks, whatever the cause, I really shocked my plants very badly. Whether it was too much PH Down, nutrient buildup or any of the other causes suggested. So I'm flushing now with plain water in an effort to initiate recovery. I hope that they are as resilient as they were when they were younger.
Lessons learned by a first time grower.
