Are your plants autoflower or photoperiod?

Your plants should recover and grow but yes! you could have topped a little different. I would suggest following the manifolding tutorial to finish this grow.

Turn your light to 18 hours on and 6 hours off.
That is also hurting the growth.

Your plant is too light green for nitrogen toxicity.

It would really help if your stated everything about your grow so we don't have to ask questions like soil or coco? What's your ph?
