Since you are growing outside I'd mix up some of that insecticidal soap. You will in all probability need it down the road. I wouldn't worry about any fertilizer in this seedling stage. Due to your political and legal ramifications you are in a precarious position for acquiring nutrients specifically for cannabis. In a pinch many have used tomato fertilizer. I would dilute it down as it is usually way too strong. But you won't need anything for awhile.
