For some reason I just can't get my plants to grow. They are all miniture versions of what they should be. this plant is 1 month old and is only 6 inches tall. I just can't get it to grow. And it's not just this one it's all of my crop.

This my African strain (appears to be a photo) it is 5 weeks old from sprout. It is currently under 12 and 12 because I can't tell if it is flowering or if those green and white hairs are more vegetation. Can anyone help me determine whether I need to go back to vegging or keep on with flowering?
