I have been using the paper towel method, successfully, for two grows. I get a couple of layers of the paper towels and put the seeds in between and add water. I put them in a warm, dark place (a cabinet that is underlit so the bulb acts like a warming pad). But I have so far, in two tries...

So in wanting light height adjustment to be very easy, I went with an inline connected directly to the hood and have it on a seperate on/off switch. I also added the filter and the vent fan close together and in a straight line to create good pressure.

Dried and jarred! That should hold us over until we get the tents cooking again. Variety and quantity :-)
