I'd think if there was that much of it on that bud there'd be a bunch on the nearest leaves. Mildew tends to cover areas more than spots in my experience. Good eye Lucky! When you zoom in real close I agree it looks like light bleaching. If so, it is caused by the grow light being kept too close. So it's just a matter of moving the lights up a few inches and it will stop spreading
