White flies and scale

I have an indoor grow room. I grow hydroponically. I feed with Jacks. I do not put any living organisms in my peat moss medium. I have a terrible problem with white fly infestation and scale infestation. I have used Safer soap. I have used Neem oil. I live in the tropics, so I make my own Neem tea. I have those lue/yellow sticky cards hanging . I have used Power Shot. All with very linited success. Please help. Open to any suggestions!!
