ISO as in rubbing alcohol is 100% safe as it evaporates 100%. The alcohol evaporates first leaving water behind, on flowers add a fan for air movement. The mix is 1 part ISO to 8 parts water, I have used it at 50/50 with no problems.
Spinosad should also not be used on buds as it is unknown if it is safe or not, no studies have been done best to err on the safe side.
These are both contact killers which means it needs to get on the pest, and it needs to be done again in no more than 3 days and again in another 3 days, then watch for a return. Spray the under side first, then the top and soak it good, the soil, planter floor wall etc. then give those buds a gentle shake to help get rid of moisture. Oh ya, lights off please, sun is ok, but grow lights are to close and will burn the plant.
Outside the best thing is predator bugs such as lady bugs and praying mantis.
