[Would roots starting to grow on stems above the soil level be an indication of the plant getting 'root bound'?] My two Summer Lemons 5' & 6' are in 3 gal. pots,Soil 2"s below pot rim. I filled them up with additional soil. I don't want to disturb them by replanting at this stage. Potted 5-12. Trying to keep outside, weather permitting. No other problems.

No. If you are talking about those little green nipples that grow from the stem close to the soil, it's common in my experience. Don't do anything or pile soil up around the trunk and those roots will grow.
I'm not saying you are not root bound. Just that nipple roots are not a sign of being root bound.
