Are you literally talking about the little inch or two you remove from your plant during topping? The answer to that is you can smoke it, eat it, or throw it away. If you pop the fresh piece in a bowl, it will not burn and probably give you a bit of a headache.
But it will not get you high if your smoke it or eat it or throw it away. What gets a body high are the trichomes, not the leaves.
Any plant matter you eat should be at least blanched because green pot leaves don't go down real easily.
The planet will give you a big hug if you compost your little topped nubbin. The planet likes when you do little things like compost.

You have a lot to learn if you are looking to leaves to get high. But I've been there.
My very-very first harvest story, in short.
Had some plants growing and a party was coming up. So, I went and cut my plants, dried what I had, bagged some, rolled some, went to the party. I was the only one who touched my crop and I hated the two hits that were ever smoked from those plants. All I harvested were leaves. I had no idea what a marijuana flower looked like or what was getting me high. All I had ever seen were baggies of brown pot. Pfft, how was I to know?

Not pathetic. Uneducated. Check out the main GWE website. You'll be a pro.

GB is right. You are neither pathetic nor stupid, just uneducated. It took me years of what I now realize as undying hubris and arrogance to learn to do this. My first grow may have produced 1.5 oz. My most recent grow is 18 oz. Practice, Practice, Practice.

I just went to help a friend out recently with their grow. Been growing for years they have and kept it very hush hush.
Their plant was just beginning to flower, was in full sun and was all of 12 inches tall. Most of the fan leaves, the biggest of these about 1Β½" long fingers, had been trimmed.

Last year they got 3 grams from their harvest. This year might exceed that. I gave them a few pointers and hopefully they can do a bit better.
