Possibly but I can't see any tell tale signs.
Your buds are still very early days but outdoors not uncommon to get rot if you've had rain and high humidity.
Indoors high humidity will do it.
There is no cure for it.
Keep your buds dry and humidity closer to 40% late flower. 50% at this stage is fine.
As they grow inspect inside them close to the main stalk and look for white spider webby mold. It's the same stuff that grows on your bread. If outdoors do that to but if rain gets them you could end up with black mold that eats away at your buds...rotten stuff and will be the worst bud you've ever smoked. Best not to.
Cut out effected buds but likely it will get them as they get bigger so often a cut and run approach is best if you can't control the climate.Flower Room: 11' x 7' x 7.5'H, 480w AC, 13gal/day dehumidifier, 1.5gal ultrasonic humidifier, 60gal (27gal usable) nute tank, 16" pedestal fan & 18" wall fan. Lighting and climate automated. Hand watering.
Veg Cupboards: Two 4x2x6H cupboards. SF2000 Evo in one SF7000 in other. Climate controlled and automated. Hand watering
Aeroponics Low Pressure Bucket: 20W LED. 5 clones & 20W LED 11 clones
Lights: Mars Hydro FC-E1200W, SF-7000, SF-2000 evo in flower room.
Medium: Coco/perlite, 7.2gal pots, no drains
Current Grow: 5 x Photos Franklin's Orange Zkittles x Sour Diesel in flower room, 3 Franklin's White Widow x Sour Diesel Clones, 13 x Orange ZkittleZ x Sour Diesel clones in Aeroponics buckets x 2.
Last Grow: A mix

Bud worms and bore worms can look much like bud rot with a worm instead of mold, either way cut it off and dig into it. The bore worm will tunnel into the steam and live there, while the bud worm stays outside in/on the bud. For bud rot one can use "trifecta crop control" though everyone will say dont use anything on your buds. It claims to be safe all the way to harvest and organic.

The tip of the bud is dead. Probably rotting because it's been there dead for too long. But it's not the cause of the situation. Bud rot eventually kills the bud when it's already completely rotten. It starts growing while the bud is still alive. That's just a dead piece of plant. Something must have bitten the branch like a caterpillar. Remove the dead material and inspect to try to find the bug responsible
