TDS seems way too low after adding suggested amounts of nutrients

I have one plant in hydro - 3 weeks into flowering. I've had some nutrient burn through the vegetative stage. I've changed the water and added nutrients (GH Flora series). Used the chart from Grow Weed Easy to add the right amt per gallon. I can't seem to get my TDS above 500. Should I keep adding nutrients to get it closer to 1000 ppm or higher? Seems like i would be adding way too many nutes. My tap water is charcoal filtered. Thanks all.

So here's my girl. I changed the water yesterday and added nutrients. Added more water with nut's today. TDS is currently 380, ph is 6.4. I also trimmed the fan leaves yesterday. Thanks for the help.

Thanks for adding the pic can't see what leaf looks like. Anyway alittle nute burn on the tips is OK. As far as TDS goes i'm saying yes to adding more during bloom.
