Might be to warm I never have much success with seedling heat mats. I only used it at night In the winter. I also stopped doing paper towel method. I soak for 24 hrs or until it sinks and then into a solo pot with a zip lock bag over it to act as a humidity dome. I spray it a little every once in a while till it sprouts. Last set of seeds I did 6/8 popped day 2. I was gonna trash the others but waited. Day 6 they popped as well just needed a little help.

Last grow I planted 4 seeds and four grew to flower. This grow I have started 8 seeds with only five starting. This is why plants put out so many seeds in order to reproduce. Not all seeds are viable under all circumstances.

There's quite a few dodgy seed retailers out there. Maybe you've found one. Try and go on the recommendation of a seasoned grower.
