Both plants are the same feminized strain , planted at same time, using same nutrients and the one is totally different it has some white hairs but the leaves are only 3 fingers seems like it doesn’t want to come out of veg stage

Grow 3 is with reconstituted super soil to which I've added several additional minerals and supplements. i don't grow plants anymore, I grow soil that my plants can thrive in!
My filtered tap water runs over 7.5 pH but the soil microbes
make pH correction unnecessary

If I had to guess I'd say that one plant was into flowering and one point, then reverted back into veg for some time and is now like you said try to bust back into flower. It looks like it re-vegged at some point in the past. If this is the case it may be a while yet (no personal experience with a re-veg but have heard from others) before it buds up good.Past Grows: Jack 47 Auto - La Bella Afrodita - Black Cream and Cheese Autos

1 36"x36"x66" tent- Viparspectra P2500
1 3x3x6 tent- used in late spring for seedlings both veggies & weed. I have 2 viparspectar 450r for that tent.
I use a t-5 & 54watt CFL for seedlings
Sometimes i use plastic sometimes i use fabric grow containers
Currently using fish/guano during veg growth & FF Grow Big 6-4-4 teens to bloom. Once i see pre-flower i switch to
Age Old Organics Bloom 5-10-5
