talk about a late starter not sure that ones going to give you any kind of vigorous growth

You never know whit it may bring.
The most common thing I see holding a young plant back is too much water in the soil. You certainly don't want it dry, but be cautious not to drown the young roots.
When you transplant into your larger pot later, be sure to add some perlite or something to lighten the mix and making it less compact. The roots will need a bit of air pockets to stay oxygenated.

1 36"x36"x66" tent- Viparspectra P2500
1 3x3x6 tent- used in late spring for seedlings both veggies & weed. I have 2 viparspectar 450r for that tent.
I use a t-5 & 54watt CFL for seedlings
Sometimes i use plastic sometimes i use fabric grow containers
Currently using fish/guano during veg growth & FF Grow Big 6-4-4 teens to bloom. Once i see pre-flower i switch to
Age Old Organics Bloom 5-10-5

I have some seedlings also about 2 weeks old that are looking that big. But mine are autoflowers and I probably stunted them with too vigorous a transplant too young. Lesson learned. From now on starting my autos in their final pots, even if they are slow to grow in the beginning.
But you never know! She may catch up.
