Kinda looks like a herm, it’ll be work pulling out the seeds but they could still prob get some smoke or maybe extract what they have get some hash or oil or something.

I’m missing so much information: is this a Auto or photo?
how long has this been in bud of photo, how old if? Auto
what strain?. I see the pistils are still white and sticking straight up and the buds seems small and immature I’m not sure how much bigger they will get do but they should be able to get bigger still. Also I use a scope to check the trichomes, they should be at very least cloudy or not a decent amount of amber.

Start over with new plants. No autos. 18/6 light cycle until they are big and bushy then you switch to flower. Don’t waste any more time or money in those plants.

Sure looks like its forming seeds. I agree with 9fingerleafs, time to start over. I know it sucks but you'll be much happier in the long run.
