Should I cut top new growth?

This is the first time I've grown plants. I started 5 feminized plants mid Feb. indoors using grow lights. The plants thrived, I kept raising the light so it wouldn't be too close. The two Caramelicious plants stopped growing up, not sure why. They never grew much in 19 weeks, one was 13" the other 15". I figured it was some genetic problem because they all got the same treatment. I harvested them last week and they are drying now. Soon I couldn't raise the lights high enough to give it at least 18" for the two fast growing Bubble plants, it was too cold to move them outside. I noticed they started new growth on top and read about this could be because being to close to the light.
My question is should I cut off the new growth on top? Now it's looking very top heavy. The bud's are looking close to ready (however I really can't tell). the Night Nurse plant is the only normal looking plant, I would appreciate any ideas and suggestions. Next time I will plan better and have more room to raise the lights.

Wish i knew the answer but mine are doing the revegg thing outdoors also from short light hrs to early set outdoors I topped mine cause that's what another grower told me. My buds were not nearly as far along close to harvest as yours, mine were just beginning to bud. I'm just riding it out good luck
