Black sap blobs found on plant?!

Found some black sappy blobs on my plant. It was on nearly all the stems. The plant is still in the veg stage. It looked like it had nute deficiency starting a week or so ago and on closer inspection I found this on the stems. I have no idea what it is or how it got there.

Any help would be greatly appreciated 🌿

Looks like scale insects, however if it is indeed sappy liquid, then it may bee aphid honeydew. Spinosad will work, insecticidal soaps work, but you'll need to spray down the plant with fresh water to rinse the soap once you've killed the pests.
