They are called calyxes - female parts that want to have seeds growing in them - but - no fertilization no seeds.

yep, thats what buds are made of, many of those clustered together

I have found some with seeds. So I'm confused, and worried . I've checked and found nothing , however after drying I found a few with seeds. I think I need more learning.

If you're growing indoors, zip yourself into your tent and look for light leaks (or power strips with illuminated switches). Otherwise, maybe you had some heat stress.Or, maybe you let it flower longer and that was a stress.

I think they look more like hermie-stress, not bud development.
