Reading and I’m confused I’m using a germination station when do I take the sprouts out of it and plant them in a solo cup using rapid rooters and have sprouts emerging

I use a t-5 & 54watt CFL for seedlings
Sometimes i use plastic sometimes i use fabric grow containers
Currently using fish/guano during veg growth & FF Grow Big 6-4-4 teens to bloom. Once i see pre-flower i switch to

1st photo sprouts look fine second photo seams like the taproot isn’t growing threw the rapid rooter and it’s just pushing out should I leave it or whatFirst grow
