I have a question on growing in soil. When I plant my seedlings in the soil, should the soil be dry and just water in a circle or should I pre moisten the whole pot?

the general idea is to give the pot a good soaking until you have runoff a few days before you plant. this gives the soil a chance to dry out a bit before planting. as far as watering around the seedling this is recommended if you are over potting i.e. the pot is really too large for the size of the seedling. this ensures the seedling is able to get some oxygen sooner rather than having to wait for all the soil in a larger pot to dry out.

It's very dry here, so I always pull a sheet of poly over the top of my container until the first set of true leaves start to emerge and use a mister to water so the soil doesn't get disturbed. YMMVSpace 1: 3ft x 3ft T-Tek tent
