After 2 Weeks still not dry

I'm drying my cannabis buds already for 2 weeks but they are still not even close to dry what do i do wrong?

Hi MB, place your buds in a brown paper bag, open and check daily and move them around and allow air exchange to happen. That should do the trick. Lol
