Help, new leaves very light yellow in comparison

I find the lightness of the new leaves concerning….
It also appears that there is small hint of a greenish powder on lower older leaves, (haven’t tried to see if it washes off or if its part of leaves). You can see it by zooming in on lower leaves and you can see it starting to form in the veins in some areas. I have read that powdery mildew is a while powder, this is not white.....
These particular plants are generic ‘bag seed’, no name, no history. Grown in same tent are feminized autos, (Royal Cookies), which do not seem to have this same condition. All plants are currently in VEG state, between 1-2 weeks old…
Do you know what is the issue????. Is my soil too hot… I don’t know if this is a nutrient deficiency, over watering, too much light, or a mold or virus.
I have not fed the plants any nutrients, thinking the soil mix would be good for at least a month, I am watering every third day, but sparingly… young plants only a couple spoon fulls of filtered tap water from our own well. soil is dry and loose (not compacted). I saw a photo on this forum that was close, (older bigger plant,) said the issue was a zinc deficiency
    • This is my first time growing inside in a tent.
    • My PH water is 6.7, the soil tested out at about 6.0 average
    • Soil mix is 2/3 part Vermont Compost ‘Fort Light’, with 1/3 part 5 yr old composted alpaca poo added
    • I have a Meizhi 600W LED hanging at 21” above plant tops.
    • sidelight of blue spectrum 12 watt LED
    • 8” Circulation fan on the floor,of tent 6” exhaust fan and filter hanging on top
    • Temp has been averaging 75° F inside tent, humidity has been averaging 40-45%
