It looks like a cocoon for a small warm of some sort. Have the leave on your plant been chewed on?

Pretty sure thats a mealy Bug. Id remove as many as you can find manually. Q tip and alcohol. Then Id do a light dose of neem oil if your plant isnt in flower yet. Both mealy bugs and spider mites can be sprayed with a strong stream of water to remove most but obviously you want to do that outside .Organic would be cinnamon oil or garlic or......Just google organic mealy bug removal on cannabis plants.

The plant is small enough to just remove them by hand. Then keep an eye on the plant for any new ones.

Jeez looks like your plant could use a good dose of fertilizer, or is it a sativa
