plant slow growing, leaves are turning yellow and dying

Hi all. New grower here. I'm growing my second plant from seed. It's burmese berry indica dominant. I'm growing with CFLs (~90W 5000k), in potting soil, I'm watering with tap water and adding nutrients (Green Planet Medi Kit), I'm ph balancing the water to 6.5. Temperature is mostly around 25C and RH is between 40-60%.

My first plant had a bunch of problems and only grew to be about 18 inches and produced only a few grams. The second plant is showing a lot of the same issues.

    1) slow growing. The pictured plant is 4 weeks old and is only about 6 inches tall
    2) older leaves turn yellow/brown and curl up and die
    3) some yellow spots on one of the top leaves ( this I did not see in the first plant)
    4) a couple leaf tips have turned black (I think this was nute burn when I accidently added nutrients right after transpanting to fresh soil)

This is a repost. When I posted before people asked a few questions so here's more information so people can possibly advise where I'm going wrong.

-For lights I'm using 4x 23 W 5000K CFL bulbs which are about 2-3 inches from the plant.
-I previously had been watering with water straight from the tap and not letting it sit for 24 hours as one person suggested. Is that a huge mistake? I guess the chlorine in the water could be a problem.
-I tested the PH of the water runoff. I watered with 24 hour old tap water which was at PH=7.0. The runoff came out at PH=6.0. Previously I had been watering with water or nutrient mixture at 6.5 so I guess that means the soil is inherently acidic. I'm using regular potting soil that has no added nutrients, but there is a lot of wood and bark in the soil. I've seen a couple forums say that wood in soil is not good for cannabis but others have said its ok.

These first two plants have done so horribly that I feel like there must be something obvious I'm doing that I'm just not aware of. My top theories are:

-The soil is too acidic. If putting in water at 7.0 comes out at 6.0 I guess that means putting in 6.5 would be well under 6 at the roots which is too low for soil. Is the wood in the soil a big problem?
-Not letting the tap water sit. Up until my last watering I had been using water fresh from the tap. We've got good tap water where I am but its chlorinated so that could be a problem.

Thanks a lot if you read this far. And thanks in advance for any advice.

Hi Blaze. There exist some soil pH test, if ever you'd want to try your soil properly (make sure its acidic like you think it is).
Tap water will definitely attack your plant with the chlorine if you don't let it sit. Unless that water come from a lake or such, and even then they might add things to it.

But to me it looks like maybe root rot, or seeing how the leaves turns purple (not brown imo), maybe it gets too cold at some point (I don't think, i'm just saying what goes through my mind)?
For a 4 week seedling to be like that I really think there's something wrong with the roots. Mayyyybe the soil is not adapted to it?

🌱 It really looks like over or under watering or other root problems, since it is droopy. Normally droopiness means roots. Your soil looks very dry. 🌱
