My pictures off my phone keep coming out blurry; I'm downsizing them to 640 x 480; what would be better so they come out clearer?

I set up the maximum amount of megapixels, obviously. Then focus by clicking on the phone many times for about 30 seconds, by default phones software feels like it doesn't understand you want to capture the plant, it'll try to capture the pot/soil. Downsizing doesn't improve a picture's quality :/Inexperienced outdoor grower, near Switzerland. I have some theoretical knowledge and only a little bit of practice, hence take what I say with a grain of salt. Also I believe everyone has his own growing way.

How do you set up megapixels? On your phone?
-
It depends on your phone, for me I go to the phone's camera-photo app, then in some corner I find the little gear (options, preferences etc), a menu open and the first option is the resolution of the picture. (for selected camera, if you have a camera both on front and back)
You could try searching Google for "your phone name" + "how to change camera resolution picture". there might be apps that allows to take better picture, but I personally think it's fantasy, if your camera is 8megapixels, you will not take better photos than 8mb.

Hey alltatup,
I don't know if this will help you but with my phone and the problems with uploading pictures I've been using my magnifier on my phone (Android platform) to take pictures from 0 to 5 x magnification it comes under the two Meg limit and the picture quality is really clear. Congratulations, I just noticed your new title1 PhotoSpace for Rent.
